It was built for adults, tuned for maximum engagement, then deployed unmodified on developing minds. No age-appropriate calibration required. No accountability attached.</p><p>A small handful of media and ad-tech companies own the majority of that pipeline. The child is the raw material. The parent is the access point. The advertiser is the customer.</p><p>Old institutions that shaped belief &#8212; school, broadcast, church &#8212; had a face you could push back on. This one doesn&#8217;t. y2="14"></line></svg></button></div></div></div></a></figure></div><p>Robert Dillon was at home in Florida with his wife when police arrived to arrest him.</p><p>The 52-year-old commercial crabber was accused of attempting to lure a child from a McDonald&#8217;s in Jacksonville Beach&#8212;a city more than 300 miles from his home. Dillon said he had never been there.</p><p>The police had something they believed was stronger than his denial: a facial-recognition system had identified him as a possible match.</p><p>According to a federal lawsuit filed by the ACLU and ACLU of Florida in June 2026, investigators submitted a poor-quality image taken from surveillance footage to Florida&#8217;s facial-recognition system. The system returned Dillon&#8217;s face with a reported 93 percent similarity score.</p><p>That number became the center of the investigation.</p><p>Police then placed Dillon&#8217;s photograph into a lineup. A restaurant employee selected him, even though she reportedly described the actual suspect as a regular customer who had visited several times. Dillon lived hours away.</p><p>There was other evidence pointing away from him. License-plate-reader records reportedly showed that none of his vehicles had been near the restaurant. His location, his history and the witness&#8217;s description all raised obvious questions.</p><p>The lawsuit alleges that critical contradicting information was omitted when police requested the arrest warrant.</p><p>Dillon was arrested in front of his wife, spent the night in jail and had to use his truck to secure his bond. His mugshot spread online beside an accusation carrying permanent social stigma. The charges were eventually dropped, but the machine&#8217;s mistake did not disappear with them.</p><h2>How a Face Becomes a Suspect</h2><p>Facial-recognition technology does not &#8220;recognize&#8221; someone in the way a human acquaintance does.</p><p>It measures features from an image&#8212;such as the spacing between the eyes, facial contours and other geometric patterns&#8212;and converts them into a mathematical template. That template is compared against photographs stored in a database.</p><p>The system then produces possible candidates or similarity scores.</p><p>It does not establish identity.</p><p>But once a computer places a person&#8217;s face in front of an investigator, automation bias can take over. Officers may begin interpreting everything that follows through the assumption that the algorithm has already found the right person.</p><p>The search for a suspect becomes a search for evidence confirming the machine.</p><p>That appears to be the central failure in Dillon&#8217;s case. The facial-recognition result was treated as the foundation of the investigation instead of an unverified lead requiring aggressive scrutiny.</p><h2>The Errors Are Not Distributed Equally</h2><p>Facial-recognition systems have improved, but improvement is not the same as neutrality.</p><p>Testing by the National Institute of Standards and Technology has found that performance varies by algorithm, image quality and demographic group. Many systems have shown different false-positive rates across race, sex and age categories.</p><p>Poor lighting, low-resolution footage, camera angles and compressed images can make those problems worse.</p><p>These errors become especially dangerous in one-to-many police searches. A photograph is not compared with one confirmed individual. It may be searched against databases containing thousands or millions of faces.</p><p>Even a low error rate can generate innocent candidates when the database is large enough.</p><p>The technology&#8217;s output is probabilistic. The consequences are not.</p><p>A false match can mean handcuffs, jail, legal bills, public humiliation, lost employment and a digital mugshot that remains searchable long after the government admits it arrested the wrong person.</p><h2>At Least 15&#8212;and Counting</h2><p>The ACLU identifies Dillon as at least the 15th known person in the United States to be arrested or charged after police relied on an incorrect facial-recognition result.</p><p>That number represents documented cases, not necessarily the complete number.</p><p>Facial recognition is often hidden from defendants. Police reports may describe an officer as having &#8220;identified&#8221; a suspect without explaining that an algorithm generated the name. Vendors protect their systems as proprietary technology. Agencies may resist disclosing search records, confidence thresholds, database contents or information about how the software was tested.</p><p>The person being accused may never know that a machine put them in the investigation.</p><p>That secrecy is what makes the Dillon lawsuit larger than one wrongful arrest. It exposes a system in which police can use an algorithm to identify a person, conceal evidence contradicting that identification and then shield the technology itself from meaningful scrutiny.</p><p>The machine cannot testify.</p><p>It cannot explain why it selected one face instead of another.</p><p>It cannot be cross-examined by a defense attorney.</p><p>And it cannot be held personally responsible when an innocent person is taken from their home.</p><p>The structural problem is not simply that facial recognition sometimes gets a face wrong.</p><p>It is that government institutions are allowing an unaccountable prediction to become probable cause.</p><p>The algorithm is becoming the cop, while the officer becomes the person who carries out its conclusion.</p><p>For people like Robert Dillon, there is no meaningful appeals process before the arrest. something even harder to name &#8212; the thoughts that only existed inside it.</p><p>Linguists estimate that half of the world&#8217;s 8,000 languages will be extinct by 2100. Most people read that statistic and feel a vague cultural sadness &#8212; like losing an old building or a folk song. That reaction is exactly the problem. This is not about culture. This is about cognition.</p><p>The Pirah&#227; people of the Amazon have no words for numbers. No past tense. No creation myth. And their perception of time and quantity is measurably different from every other known language group on earth. The Hopi language encodes time not as past, present, and future &#8212; but as a single continuous flow. Russian speakers have separate base words for light blue and dark blue and process those colors demonstrably faster than English speakers. Japanese has <em>ma</em> &#8212; the meaningful silence between things, the pregnant pause &#8212; a mode of attention that has no English equivalent and describes something English speakers structurally struggle to even access.</p><p>These are not curiosities. These are entire architectures of human perception. And they are disappearing on a schedule.</p><p>The erasure was not accidental.</p><p>Residential school systems across the United States, Canada, and Australia did not simply discourage native languages &#8212; they banned them. Children were beaten for speaking their mother tongue. The policy was documented. The intent was explicit. Kill the language, kill the thought, kill the resistance. unresolved.</p><p><strong>What Is True</strong></p><p>In 2021, Section 24220 of the bipartisan Infrastructure Investment and Jobs Act directed NHTSA to develop rules requiring &#8220;advanced drunk and impaired driving prevention technology&#8221; in all new passenger vehicles. That mandate requires vehicles to be manufactured so they include a system that empowers remote disabling if surveillance technology &#8212; also required by the same mandate &#8212; indicates there has been &#8220;impaired&#8221; driving. <a href="https://www.eurasiareview.com/25012026-us-house-of-representatives-refuses-to-kill-the-automobile-kill-switch-mandate-oped/">Eurasia Review</a></p><p>In January 2026, Rep. Thomas Massie introduced an amendment to the Consolidated Appropriations Act that would have blocked all federal spending to implement Section 24220, including any requirements enabling or supporting vehicle &#8220;kill switch&#8221; technology. <a href="https://www.snopes.com/fact-check/congress-cars-kill-switch-law/">Snopes</a></p><p>The amendment failed 164&#8211;268. Fifty-seven Republicans joined 211 Democrats to defeat it. <a href="https://www.foxnews.com/politics/house-gop-slammed-conservatives-joining-dems-controversial-kill-switch-amendment">Fox News</a></p><p>The House voted the measure down, leaving existing federal authority untouched. Although no kill-switch mandate was approved, the vote signals that Congress is unwilling to draw clear limits around the technology. <a href="https://www.knowyourrightscamp.org/post/u-s-moves-closer-to-mandating-automotive-kill-switch-technology">knowyourrightscamp</a></p><p><strong>What Is False</strong></p><p>Social media exploded after the vote with a claim that Congress had passed a law giving the government the power to remotely shut down your car at will. That framing is inaccurate, and this piece will not repeat it.</p><p>The legislation does not give the government the ability to control that technology at will. It requires automakers to install technology that can &#8220;prevent or limit motor vehicle operation&#8221; if it detects impaired driving. It does not require that automakers give the government remote access to anyone&#8217;s car. <a href="https://www.yahoo.com/news/articles/fact-check-congress-didnt-approve-120000947.html">yahoo</a></p><p>Snopes rated the broader social media claim &#8220;mostly false.&#8221; That rating is accurate as applied to the specific claim that a new law passed in January 2026 gives government agents a kill switch. No such law passed. No such law exists.</p><p><strong>What Is Unresolved &#8212; and Why It Matters More Than the False Claim</strong></p><p>Here is where the story actually lives.</p><p>Section 24220 requires technology capable of &#8220;preventing or limiting motor vehicle operation.&#8221; It does not prohibit remote access, and it does not include privacy protections. It delegates all implementation authority to the National Highway Traffic Safety Administration. <a href="https://www.spectator.com.au/2026/05/americas-vehicle-kill-switch-mandate-threatens-privacy/">The Spectator Australia</a></p><p>NHTSA writes the rules. NHTSA decides what the technology must do, how it must communicate, what data it must collect, and &#8212; critically &#8212; who may access that data and under what circumstances. That rulemaking has not happened yet. The implementation timeline is delayed. The guardrails do not exist because the regulations that would create them have not been written.</p><p>No federal law now requires kill switches in passenger vehicles, and the 2026 appropriations bill does not create one. But by voting down the Massie amendment, the House effectively declined to shut the door on future federal involvement. As vehicles continue to shift from machines you own to platforms you access, the question isn&#8217;t whether the technology exists &#8212; it already does. The question is who ultimately decides when your car is allowed to run. <a href="https://www.yahoo.com/news/articles/automotive-kill-switches-could-closer-194514138.html">Yahoo!</a></p><p><strong>The Patent Trail</strong></p><p>The technology that makes this debate concrete is not theoretical. It is documented in patent filings, corporate press releases, and existing vehicle systems already shipping in new cars.</p><p>In February 2023, Ford published a patent application titled &#8220;Systems and Methods to Repossess a Vehicle.&#8221; The document describes using vehicles&#8217; built-in data connections to remotely disable &#8220;a functionality of one or more components of the vehicle&#8221; as warnings if the owner has missed car payments. <a href="https://www.motorauthority.com/news/1138908_ford-autonomous-vehicle-repossession-patent">Motor Authority</a></p><p>The application went further. The repossession computer could trigger the audio system to &#8220;emit an incessant and unpleasant sound every time the owner is in the vehicle.&#8221; Financing agencies could control where drivers can go by setting up &#8220;geofences&#8221; around the cars. In the case of self-driving cars, the application said, cars could be directed to drive themselves back to lenders and impound lots. &#8220;If the market value of the vehicle is below the pre-determined threshold price, the repossession system computer may cooperate with the vehicle computer to autonomously move the vehicle from the premises of the owner to the junkyard.&#8221; <a href="https://therecord.media/ford-drops-patent-application-remote-vehicle-access-lenders">The Record</a></p><p>Ford ultimately abandoned that patent application in late 2023. The automaker stopped responding to patent office queries, leading the application to be marked as abandoned. It means one company decided not to file that particular claim, at that particular moment, under that particular level of scrutiny. The underlying technical architecture &#8212; remote disable, geofencing, vehicle-to-server communication, automated compliance enforcement &#8212; is built into modern connected vehicles regardless of Ford&#8217;s filing status.</p><p><strong>The International Comparison</strong></p><p>This is the comparison that the Senate floor debate largely ignored, and it is the most clarifying data point in the entire conversation.</p><p>The EU&#8217;s General Safety Regulation mandates autonomous emergency braking, lane-keeping technology, driver monitoring for distraction, and cybersecurity protections. But the EU explicitly prohibits remote shutdown, government access to vehicle controls, and mandatory impairment-disabling systems. The General Data Protection Regulation and the EU AI Act make a kill-switch legally impossible. <a href="https://www.spectator.com.au/2026/05/americas-vehicle-kill-switch-mandate-threatens-privacy/">The Spectator Australia</a></p><p>Similarly, Australia rejects remote immobilisation, always-on impairment detection, and government-controlled vehicle shutdown. Australia&#8217;s Privacy Act and OAIC guidance strongly oppose the application of such systems. <a href="https://www.spectator.com.au/2026/05/americas-vehicle-kill-switch-mandate-threatens-privacy/">The Spectator Australia</a></p><p>The United States is now the only major Western jurisdiction with a law that could be interpreted as requiring always-on monitoring, predictive impairment detection, automated vehicle disabling, and potential remote access. <a href="https://www.spectator.com.au/2026/05/americas-vehicle-kill-switch-mandate-threatens-privacy/">The Spectator Australia</a></p><p>The EU regulated the safety technology and built privacy firewalls into the architecture simultaneously. The U.S. mandated the safety technology in 2021 and has not yet written the privacy rules. The door the Massie amendment would have closed is not a metaphor. It is a specific absence in a specific regulatory framework where every other major democracy drew a line the U.S. declined to draw.</p><p><strong>The Mission Creep Argument</strong></p><p>Supporters of the mandate frame Section 24220 as a life-saving safety measure, and the safety case is genuine. According to the Insurance Institute for Highway Safety, stopping alcohol-impaired drivers before they start could save over 10,000 lives per year. That number is real. It does not ban institutional investors from buying single-family homes. It does not regulate private real-estate transactions. For fifteen years, their presence served the function of keeping asset values elevated &#8212; which suited homeowners, banks, pension funds, and every politician whose constituents measured their net worth in home equity.</p><p>Now the same system that invited them in is staging a public ritual of expulsion. Not a panicked check written in public, but balance-sheet support that socializes risk and preserves asset values. He is not poor. He is not rich. He is the kind of person the system was designed to leave in a gap.</p><p>With the expiration of the enhanced ACA subsidies, a 60-year-old earning $63,000 annually now faces a $2,000 monthly premium with no federal assistance whatsoever. <a href="https://govfacts.org/health-healthcare/healthcare-policy-reform/affordable-care-act/what-the-expiration-of-aca-subsidies-means-for-your-health-insurance-costs/">GovFacts</a></p><p>That is $24,000 a year for health insurance. On a $63,000 income. Before rent. Before food. Before anything else.</p><p>He will almost certainly drop coverage. He will join the fastest-growing category in American healthcare right now: the voluntarily uninsured &#8212; people who can technically afford insurance the way someone can technically afford a second mortgage, which is to say, not really, but the math looks survivable on paper until it doesn&#8217;t.</p><p>This is not a market failure. It is a policy outcome. Here is exactly how it was built.</p><p><strong>What Just Happened, in Order</strong></p><p>In 2021, Congress passed the American Rescue Plan. It made ACA subsidies significantly more generous and expanded eligibility to higher incomes. Enrollment surged. Between 2021 and 2025, the number of Americans covered by the Individual market rose from 12 million to 24.3 million. Not only did Congress fail to include a renewal of the ACA subsidies, but it also cut nearly a trillion dollars from Medicaid. The result is a healthcare financing system under pressure at every level.</p><p><strong>The Numbers, Coverage Type by Coverage Type</strong></p><p>The cost of health insurance in 2026 has risen significantly for many Americans, whether they have coverage through their employers, ACA plans, Medicare, or Medicaid. She drank from her well, watered her land from her well, lived her whole quiet rural life around that well.</p><p>She is selling her home of 20 years because her well ran dry and she can&#8217;t afford to drill another one. <a href="https://www.wvpe.org/wvpe-news/2025-05-29/state-investigates-nearby-well-failures-as-amazon-gm-build">WVPE</a></p><p>Down the road, Edward Van Lue has watched his pond drain and refill and drain again. His water pressure has dropped. He has the photographs to prove it.</p><p>The Indiana Department of Natural Resources confirmed it is investigating six recent residential well failures in the area. <a href="https://www.wvpe.org/wvpe-news/2025-05-29/state-investigates-nearby-well-failures-as-amazon-gm-build">WVPE</a></p><p>The reason those wells are failing is not a mystery. It is a construction process called dewatering, and it has been underway for months on the 1,200-acre campus Amazon is building a mile from these people&#8217;s homes. Since the data centers aren&#8217;t yet operating, Amazon hasn&#8217;t even started drawing the massive amounts of groundwater they&#8217;ll need to keep them cool. For months, they&#8217;ve been dewatering the area&#8217;s fertile soils simply to build the infrastructure needed for the project. <a href="https://www.wvpe.org/wvpe-news/2025-05-29/state-investigates-nearby-well-failures-as-amazon-gm-build">WVPE</a></p><p>The cooling hasn&#8217;t started. This is just the foundation work.</p><p><strong>What Amazon Is Building &#8212; and What It Will Consume</strong></p><p>Project Rainier is Amazon&#8217;s largest AI infrastructure investment: an $11 billion data center on 1,200 acres in New Carlisle, Indiana, dedicated to training and running AI models, running nearly 500,000 Amazon Trainium 2 chips with plans to reach one million by end of 2025. It will consume electricity equivalent to one million households annually and millions of gallons of water per year &#8212; water drawn from the same Kankakee Aquifer that Patsy Bode&#8217;s well taps. <a href="https://www.cnbc.com/2025/10/29/amazon-opens-11-billion-ai-data-center-project-rainier-in-indiana.html">CNBC</a></p><p>The dewatering requests have escalated as the project expands. In March 2026, Amazon submitted a new request to the St. Joseph County Drainage Board to dewater 35 million gallons of water per day &#8212; equivalent to 1,452,000 gallons per hour &#8212; from the southwest corner of the construction site. <a href="https://wsbt.com/news/local/amazon-data-center-dewater-water-pump-gallons-nespodziany-ditch-concerns-community-farmers-fields-crops-request-tabled-discussion-review-clarification-new-carlisle-st-joseph-county-indiana">WSBT</a></p><p>Neighbors told the drainage board what that has already cost them: &#8220;We lost crops in 2024. There was never any reparation, never anything to compensate us for all the pumping we did. We pumped all summer in a drought year.&#8221; <a href="https://wsbt.com/news/local/amazon-data-center-dewatering-request-pump-millions-gallon-water-ditch-neighbor-concerns-permit-vote-drainage-board-new-carlisle-st-joseph-county-indiana">WSBT</a></p><p>Crops gone. Wells dry. No compensation. And the company hasn&#8217;t yet asked for a single drop for cooling.</p><p><strong>The Wetlands Amazon Built Over &#8212; Without Permission</strong></p><p>The water extraction is one half of the environmental ledger. The other half is land.</p><p>Amazon is asking the state for permission to permanently fill in over nine acres of wetlands and reroute more than 5,000 feet of streams to expand its data center campus. The mitigation plan Amazon offered: purchase credits from the state wetland mitigation program. <a href="https://wsbt.com/news/local/amazon-data-center-expansion-plan-sparks-environmental-concerns-indiana-department-environmental-management-bendix-woods-aquifer-wetland-steams-new-carlisle-mitigation">WSBT</a></p><p>That program is failing to replace the wetlands needed to protect Hoosiers from poor water quality. You are not replacing wetlands by buying offsets from a program that does not work. You are paying a fee to destroy them. <a href="https://www.hecweb.org/2025/05/08/wetland-loss-and-data-center-clash-at-idem-public-hearing/">Hecweb</a></p><p>Residents at a packed public hearing in April 2025 pushed back hard. Not a single person who testified spoke in support of filling in the wetlands. &#8220;One acre of wetland can hold up to one million gallons of water,&#8221; testified one attendee. &#8220;When excessive rains fall, the wetland sponge absorbs runoff and mitigates flooding.&#8221; <a href="https://www.wndu.com/2025/05/01/new-carlisle-residents-voice-concerns-about-amazons-plans-fill-wetlands/">WNDU</a></p><p>Then Amazon went ahead anyway &#8212; without waiting for permission.</p><p>The Indiana Department of Environmental Management ordered Amazon to stop all activity in state waters after construction damaged wetlands without authorization. Amazon has since withdrawn its initial application and will need to reapply with revisions. Indiana has already lost about 85% of its wetlands. <a href="https://www.abc57.com/news/citation-for-new-carlisle-s-amazon-data-center-raises-environmental-concerns">ABC57</a></p><p>The company damaged protected wetlands without authorization, received a stop-work order, withdrew its application, and is now reapplying. Amazon has also asked the state to expand from 18 to 35 the number of data center shells it plans to build on the property. The footprint keeps growing. The regulatory response keeps tabling, reviewing, and processing. <a href="https://www.wvpe.org/wvpe-news/2025-05-29/state-investigates-nearby-well-failures-as-amazon-gm-build">WVPE</a></p><p><strong>The Local Government&#8217;s Impossible Position</strong></p><p>The people caught between Amazon&#8217;s ambitions and their neighbors&#8217; wells are county commissioners and drainage board members who did not design this situation and have limited tools to manage it.</p><p>St. Joseph County commissioners approved an agreement to limit the total amount of water drawn from the Kankakee Aquifer as new developments by Amazon and GM-Samsung are expected to draw large amounts. The county is planning upgrades to two water plants to meet increased demand. Amazon will help pay for expanded water and sewer services. <a href="https://www.aol.com/local-limit-set-water-used-173045115.html">aol</a></p><p>That last line contains the entire geometry of the problem. The infrastructure required to supply and manage the water that Amazon needs is being partially funded by Amazon, built by the county, and will exist in perpetuity regardless of whether Amazon remains. &#8220;What will happen in New Carlisle when they decide to leave?&#8221; one resident asked at the public hearing. &#8220;You&#8217;ll have an empty concrete jumble that floods without these wetlands. Rate payers across our state will still be paying increased utility rates after they go.&#8221; <a href="https://wsbt.com/news/local/amazon-data-center-expansion-plan-sparks-environmental-concerns-indiana-department-environmental-management-bendix-woods-aquifer-wetland-steams-new-carlisle-mitigation">WSBT</a></p><p>That is the question nobody in the press release answered.</p><p><strong>The Pattern Is Not Local</strong></p><p>What is happening in New Carlisle is not a one-city story. It is the template.</p><p>Data centers are water-intensive by design. The cooling systems that prevent a billion-dollar server farm from incinerating itself require constant, massive water throughput. In dry climates, that means drawing from already-stressed aquifers. In agricultural regions like northern Indiana, it means competing with the wells that farmers and families have depended on for generations.</p><p>In New Carlisle, Amazon&#8217;s contractors installed 24-inch pipes to remove millions of gallons during construction alone, dropping the aquifer level and compromising wells before a single server processed a single query. <a href="https://www.remio.ai/post/the-hidden-cost-of-data-centers-how-amazon-s-largest-data-center-is-draining-indiana-s-water-resour">remio</a></p><p>The tech industry&#8217;s answer to this is efficiency metrics &#8212; gallons per unit of compute, water usage effectiveness ratios, sustainability reports filed annually. Google&#8217;s Willow chip. IBM quietly building a 4,158-qubit modular system through interconnected Kookaburra processors, targeting fault-tolerant computing by 2029. IBM committed to demonstrating quantum advantage by end of 2026 &#8212; no press conference, no stock movement, just an engineering roadmap that has hit every milestone it set. Two different philosophies. One runs narrative-first. One runs engineering-first. Only one moves markets.</p><p>Then there&#8217;s the race you haven&#8217;t heard enough about.</p><p>China&#8217;s National Laboratory for Quantum Information Sciences in Hefei is a 37-hectare campus backed by an estimated $10 billion in infrastructure investment &#8212; built over 20 years under a state-directed program that treats quantum the way the U.S. treated the nuclear program. In March 2026, China&#8217;s 15th Five-Year Plan named quantum the first of seven future industries and backed it with a $17.5 billion national investment fund. Chinese private quantum financing in the first quarter of 2026 alone nearly matched the full-year total for 2025. The U.S. leads on verified hardware results today. China is building for the decade.</p><p>And then there&#8217;s the clock nobody in the mainstream coverage assigns a date to.</p><p>The same molecular modeling application Google celebrated in the Quantum Echoes announcement &#8212; NMR spectroscopy for drug discovery and materials science &#8212; carries a dual-use designation. The EU updated its dual-use export control list on November 14, 2025, adding quantum technologies explicitly. The U.S. Bureau of Industry and Security has applied performance-based export controls tied to qubit counts and error rates. The result was published openly in Nature. The hardware that produced it cannot be legally exported to certain destinations.</p><p>That is not a clean line. It is a structural contradiction nobody has resolved.</p><p>The Nature paper is real. The Nobel Prize is real. The $17.5 billion China allocated to quantum in March 2026 is real. The export controls are real. These things are not in contradiction. John Clarke, Michel Devoret, and John Martinis proved that superconducting circuits could exhibit quantum behavior &#8212; work done at public universities, on public funding, published openly for the world to build on.</p><p>Forty years later, that research is the foundation of the Willow chip.</p><p>The patents on Willow belong to Alphabet Inc.</p><p>Here&#8217;s how that happened. In 2014, Google spent millions recruiting John Martinis and his entire UC Santa Barbara laboratory into Google Quantum AI &#8212; not just the scientist, the full team. The institutional knowledge, the experimental methods, thirty years of hard-won physics intuition, transferred from a public university into a private corporation. The scientific lineage is unbroken. The ownership structure changed entirely.</p><p>Martinis left Google in 2020 &#8212; at the peak of his influence, the year after the Sycamore quantum supremacy paper dropped. He described &#8220;differences in personality and research style.&#8221; Google said nothing on the record. He went on to co-found Qolab, a competing quantum hardware company. In 2025 he won the Nobel Prize. In 2026 he was appointed to the President&#8217;s Council of Advisors on Science and Technology &#8212; a federal science advisory role, at the exact moment U.S. quantum policy is being set, held by the co-founder of a company that competes directly with Google.</p><p>That&#8217;s not a conspiracy. That&#8217;s an org chart.</p><p>The week the Nobel was announced, Alphabet&#8217;s stock moved. Google&#8217;s official framing of the news: &#8220;our employees have won the Nobel Prize for two consecutive years.&#8221; The science became a press release. The press release moved markets. The same publicly funded research that earned three physicists science&#8217;s highest honor now underwrites the brand credibility of a company worth over a trillion dollars.</p><p>None of this is illegal. Most of it is by design &#8212; codified in the Bayh-Dole Act of 1980, which allows universities to patent federally funded research and license it to corporations.</p><p>The Nobel is deserved. y2="14"></line></svg></button></div></div></div></a></figure></div><p>Here&#8217;s the part nobody tells you about quantum computing and encryption: it doesn&#8217;t need to happen today to already be happening.</p><p>The technical term is &#8220;harvest now, decrypt later.&#8221; Adversaries don&#8217;t need a working quantum computer right now. They need a hard drive and patience. Capture encrypted traffic today, store it cheaply, decrypt it whenever the math becomes possible. If your data needed to stay private for longer than it takes quantum computers to mature, the deadline for that protection may have already passed.</p><p>The math keeps getting worse for encryption, not better. Earlier estimates put the qubits needed to break RSA-2048 near 20 million &#8212; a number so large it felt safely theoretical. Papers published between May 2025 and March 2026 cut that estimate to under one million. Some newer architectures put it closer to 100,000. Every revision in the literature has shortened the timeline. None have lengthened it.</p><p>Then in March 2026, Google published something worth sitting with: a zero-knowledge proof showing they&#8217;d worked out how to break elliptic curve cryptography with fewer qubits than the field believed possible &#8212; without releasing the actual method. That&#8217;s responsible disclosure. It&#8217;s also a signal. Google has set an internal 2029 deadline to migrate its own infrastructure to post-quantum encryption. Cloudflare is targeting the same year. Those aren&#8217;t theoretical hedges. Those are operational deadlines, set by the organizations with direct visibility into how fast the hardware is actually moving.</p><p>NIST finalized post-quantum standards in 2024. Deprecation of RSA and ECC is scheduled for 2030, full prohibition by 2035. The guidance exists. The playbooks exist. Most organizations still haven&#8217;t started migrating.</p><p>Current expert surveys still center the actual &#8220;Q-Day&#8221; &#8212; the day encryption breaks on demand &#8212; somewhere in the 2033 to 2037 range. Nobody is saying panic. Somebody should be saying this plainly: every paper published in the last year has moved that date earlier, and your banking records, medical history, and private messages may already be sitting in calculations.</p><p>Qubits &#8212; the quantum equivalent of a computer bit &#8212; are catastrophically fragile. A stray vibration, a cosmic ray, a temperature fluctuation measured in millionths of a degree. Any of it collapses the calculation. Error rates on real quantum hardware ran between 1% and 10% per operation. For context, a reliable quantum computer needs error rates below 0.000000001%. The math on that gap was, for decades, an argument for why useful quantum computing was always five years away.</p><p>Then Google built an AI to fix it.</p><p>AlphaQubit is a neural network &#8212; built on the same Transformer architecture that powers large language models &#8212; trained to detect and correct quantum errors in real time. It reduced errors by 30% over the previous best method. It generalized to 100,000 correction rounds after being trained on 25. It is now embedded in the hardware layer of the Willow chip as a custom silicon controller.</p><p>The machine that everyone is celebrating runs because an AI is silently correcting it.</p><p>That loop deserves a hard look. AI is being used to stabilize quantum hardware that will eventually make today&#8217;s AI look primitive. Google controls both layers. The error correction architecture &#8212; the neural brain of the quantum stack &#8212; sits inside one company&#8217;s proprietary system, built on research that passed through public universities before it became a corporate asset.</p><p>The breakthrough is real. Willow chip ran an algorithm called Quantum Echoes and completed a specific physics calculation 13,000 times faster than the world&#8217;s fastest supercomputer. A task that would have taken 3.2 years ran in two hours.</p><p>That&#8217;s real. That&#8217;s in <em>Nature.</em></p><p>What it is not: a general-purpose machine that breaks encryption, cures cancer, or rewrites anything. Then he applied for car insurance and was rejected by seven different companies before a Liberty Mutual representative explained what had happened.</p><p>His 2021 Cadillac XT6 had been tracking his driving habits &#8212; braking, acceleration, location &#8212; and that data had flowed, without his knowledge or consent, to LexisNexis, which packaged it and sold it to the insurance industry to calculate his premiums. One man. And if you think the federal mandate coming in 2027 is the problem, you have the timeline backwards.</p><p><strong>What the Law Actually Says</strong></p><p>Tucked into the 2,702-page Infrastructure Investment and Jobs Act that President Biden signed in November 2021 was a provision that few Americans noticed. Section 24220 requires NHTSA to issue safety standards mandating &#8220;advanced drunk and impaired driving prevention technology&#8221; in all new passenger vehicles. It covers five years of future behavior from one company.</p><p>Honda, Kia, Mitsubishi, Acura, and Hyundai also offer connected-car apps that rate driving and may share data with data brokers, including LexisNexis and Verisk. There is one company under a five-year order. Everyone else is operating under the honor system &#8212; which, as GM demonstrated for four years, is no system at all.</p><p><strong>What 2027 Actually Adds to This Picture</strong></p><p>The 2027 mandate does not create the surveillance problem. It deepens it.</p><p>Right now, your car collects behavioral data and sells it. After 2027, your car will also collect biometric data &#8212; eye movement, pupil dilation, breath chemistry, head position &#8212; and the question of what happens to <em>that</em> data is answered by the same regulatory framework that failed to protect Romeo Chicco&#8217;s driving history. Which is to say: there is no answer. Without explicit federal privacy protections &#8212; which don&#8217;t exist yet &#8212; your biometric data becomes another commodity in the same surveillance economy that automakers have quietly built. <a href="https://stateofsurveillance.org/news/federal-car-surveillance-mandate-2027-nhtsa-dadss-privacy-2026/">Stateofsurveillance</a></p><p>These systems are software-defined. Manufacturers can expand monitoring capabilities after you&#8217;ve purchased the vehicle, through over-the-air updates. The car you buy in 2027 is not fixed. It is a platform. What it collects, what it transmits, and who receives it can all change after it sits in your driveway. <a href="https://stateofsurveillance.org/news/federal-car-surveillance-mandate-2027-nhtsa-dadss-privacy-2026/">Stateofsurveillance</a></p><p>Senators Wyden and Markey put it plainly in their letter to the FTC: &#8220;It is particularly insulting for automakers that are selling cars for tens of thousands of dollars to then squeeze out a few additional pennies of profit with consumers&#8217; private data.&#8221; <a href="https://www.wyden.senate.gov/news/press-releases/wyden-investigation-reveals-new-details-about-automakers-sharing-of-driver-information-with-data-brokers-wyden-and-markey-urge-ftc-to-crack-down-on-disclosures-of-americans-data-without-drivers-consent">senate</a></p><p>That letter was written in 2024. By May 2026, GM had paid $12.75 million and agreed to stop for five years. The other manufacturers are still collecting. The data brokers are still selling. The insurance companies are still buying. The regulation is still two federal agencies, one state attorney general, and one five-year order covering one company.</p><p>You have roughly 18 months before the eye-tracking cameras are legally required.
